This critical milestone, achieved on July 11, 2025, positions the project for accelerated turbine installation and grid connection, marking a significant advancement in Taiwan’s renewable energy ambitions.

The Aegir, a cornerstone of Heerema's fleet, meticulously placed each of the 66 foundations across the site, located 35-60 kilometers off the coast of Changhua County. The foundations, crucial structural components for the wind turbines, were supplied by Petrovietnam Technical Services Corporation (PTSC) and HSG Sungdong, highlighting a robust international supply chain supporting the project.

This achievement follows earlier progress, including the completion of all 24 foundation units at the Greater Changhua 2b wind farm in May. With the foundations now securely in place, the project is rapidly moving into its next phase, with the first Siemens Gamesa SG 14-236 DD turbine having been installed in April 2025. The Greater Changhua 2b & 4 projects are strategically located adjacent to Ørsted’s operational 900 MW Greater Changhua 1 and 2a wind farms, creating a formidable offshore wind cluster that will significantly contribute to Taiwan's energy mix.

The successful execution of this phase is further bolstered by Ørsted’s recent financial close for the 632 MW Greater Changhua 2 project, securing a substantial finance package of approximately EUR 2.64 billion. This financing, finalized with a consortium of 25 banks and five Export Credit Agencies (ECAs), underscores the strong market confidence in Taiwan's offshore wind sector and Ørsted's project development capabilities. The capital injection ensures the continued momentum of these large-scale renewable energy initiatives, providing the necessary liquidity for the extensive construction and operational phases. This integrated approach to development and financing is crucial for delivering gigawatt-scale offshore wind capacity, reinforcing Taiwan's commitment to a sustainable energy future and setting a benchmark for future projects in the Asia-Pacific region.
