Las Cruces, New Mexico, is set to launch an innovative electric vehicle (EV) car-sharing program this fall, a collaborative initiative involving the City of Las Cruces, El Paso Electric, and Forth Mobility. This program aims to significantly enhance access to clean transportation, particularly within underserved communities, by offering affordable EV rentals and supporting charging infrastructure, marking a tangible step towards urban decarbonization.
The program will initially provide two shared EVs, available for rent at an accessible rate of $5 per hour or $50 per day, plus tax. Eligibility for participation requires individuals to be 21 years or older, possess a valid driver’s license, and maintain a clean driving record. This model is designed to offer a practical, low-barrier entry for residents to experience electric vehicles without the typical burdens of ownership, such as maintenance costs, insurance, or long-term financial commitments.
This initiative forms a key component of the broader Affordable Mobility Platform (AMP) project, a national endeavor partially funded by the U.S. Department of Energy. The AMP project is managed by Forth Mobility, a non-profit organization dedicated to the equitable advancement of clean transportation solutions. Additional financial backing for the Las Cruces program is provided through El Paso Electric’s comprehensive Transportation Electrification Plan, underscoring the utility’s strategic commitment to expanding EV accessibility within its service territory.
Jennifer Zavon, Program Manager at Forth, highlighted the program’s societal impact, stating, "Reliable transportation opens doors to opportunity whether it’s getting to work, picking up groceries, or visiting friends and family. By expanding our EV carshare to Las Cruces, we’re helping people access the everyday essentials of life while reducing pollution and creating healthier communities.” Angie Rodriguez, Manager of Electrification at El Paso Electric, further emphasized the utility’s dedication: “This program further solidifies our commitment to providing our customers with equitable access to electric transportation and charging infrastructure.” Charlie Mahady, Sustainability Specialist for the City of Las Cruces, noted the local environmental benefits, adding, “These electric vehicles will also help improve local air quality by reducing vehicle exhaust.”
To support the program, on-site charging will be available for the shared EVs, complemented by two public Level 2 charging stations accessible to all EV owners. This dual approach not only sustains the car-sharing fleet but also contributes to the broader expansion of public charging infrastructure in the city. The Las Cruces car-sharing program is slated to operate until the end of 2026, providing a multi-year window for community engagement and data collection on its effectiveness and impact on local mobility and air quality.
