The Odisha Renewable Energy Development Agency (OREDA) has initiated a Request for Empanelment (RfE) for Original Equipment Manufacturers (OEMs) to supply solar photovoltaic (PV) modules and module mounting structures across Odisha. This strategic move, announced on July 4, 2025, aims to significantly accelerate the state's ambitious target of solarizing all government buildings by December 2025, directly contributing to India's national renewable energy objectives and expanding the regional clean energy market.
To ensure high standards and reliable supply, OREDA has set stringent eligibility criteria for prospective OEMs. Solar PV module suppliers must demonstrate a minimum cumulative supply of 4 MW over the past three fiscal years (2022-2025), coupled with an average annual turnover of INR 10 crore during the same period. Similarly, mounting structure suppliers are required to show a cumulative supply of 1 MW and an average annual turnover of INR 5 crore over the last three fiscal years. All bidders must hold valid ISO 9001 and ISO 14001 certifications, alongside providing comprehensive test reports from MNRE/BIS/NABL-accredited laboratories, underscoring the emphasis on quality and compliance.
The RfE outlines a precise timeline for the bidding process. Pre-bid queries were due by July 4, 2025, followed by online bid submissions by July 14. Hard copy submissions are mandated by July 16, with technical bids scheduled for opening on July 17. Bidders are required to pay a non-refundable processing fee of INR 1,180 via the e-procurement portal, in addition to a bid cost of INR 12,390. A mandatory bid security of INR 5 lakhs per component, payable via bank guarantee, is also stipulated, ensuring serious participation.
Upon successful empanelment, selected manufacturers will be obligated to provide a 5-year warranty on supplied materials, establish four dedicated service centers within Odisha, and ensure material delivery within 30 days of order placement. OREDA has explicitly prohibited consortium bids and subcontracting arrangements, reinforcing a direct accountability model. Furthermore, companies debarred by any government entity or Public Sector Undertaking (PSU) in the preceding five years are ineligible to participate, maintaining procurement integrity. OREDA reserves the right to annul the tender process at any stage without providing an explanation. Successful vendors will be empanelled for a period of one year, facilitating their participation in OREDA’s statewide solar projects.
